Sir William also explained that his bill would not seek to force clergymen to officials at such weddings—it would leave them to do as they liked, as in the case of the marriage of divorced people.

Robert Cecil opposed the bill in a speech which may be described as Lord Hugh and water." Lord Robert so dismissed the argument about other countries and our colonies as of no weight. This, was a matter which the people of this country ought to settle for themselves. The Liberals "cheered this, and when Lord Robert said that the empilness of the Houre showed there was little interest in the matter, they cried out” Wait for the divi slon. This remark led the noble lord to make the curious retort that divisions were not a fair test of public opinion and at this the Liberals laughed.
