Farcical complications have occurred in Osaka in connection with the Formon lottery tickets. It appears that Mr. Wada Sentaio, merch-n! at "Takigawa-chn, Ösaks, in the early part of last month, purchased len tickets in the third Formosan tottery direct from Tatsuma Shokai, ticket agents at Taipeh, and gave them in charge of his banto, named Fujikawa Chika taro. This individual proceeded to Vindivos tok last month on his employer's business. On BUILDINGS. the 28th ultimo the result of the third lottery was announced, when it was stated that No. 47,448 bad-drawn the first prize of Y50,000, This number was among ten tickets bought by [the Osaka"nierchant, who at once proceeded to

The secretary of state, Mr Root, is equally well informed of every suove 'which has been made by the former St. Louisän at Shanghái, has given formal approval to all of his cabled' reports and sees mathing in what he has thus far done to criticise. It appears, too, that the contents of the letter were known at both places, and the letler is understood to be prompted by George F.
