MANCHURIAN ADMINISTRATION,

The Government programme for the re-or- ganization of Manchuria as detailed by our Peking correspondent in a letter we published recently is somewhat ambitious, says the N. C. D. News. The fourteen articles "of which it is composed include provision for most of the demands made by the Powers interested in Manchurian trade since the signing of the Treaty of Portsmouth. The | time within which Russia and Japan are to withdraw their troops is fast drawing to a close, In another two months China will again be the nominat ruler of the province, the fate, of which has been responsible for so much blondshed and the expenditure of an many millions of pounds. The home of the ruling house is once more to be controlled from Teking, and the dislocation of trade which followed the Rustian occupation, the disastrous war, and the past-betium administration, promises shortly to become a memory of the past. Man: churia under Russian administration, with the many exclusive opportunities its possession afforded to the subjects of the Tsar for the promotion of their trade, was to all intents and purposes useless as an international maft. And those who expected a speedy revival of trade after the termination of hostilities were doomed to disappoint ent. What trads there was flowed through other chaupels than Newchwang, which had so long been regarded as the entrepot of the Man churian market. The last slate of Manchurian trade, so far as the majority of merchants was concerned, seemed worse than the first, and the dissatisfaction and disappointment found ex- pression in a series of petitions, and appeals.to. the Ministers at Peking and even to Home Governments.
