THE ATL-OPIUM MOVEMENT" -

The Teking Government is consulting Sir John Jordan, British Minister, with regard to the. despatch of a special delegate to Calcutta to inspect the packing and exportation of Indian opium iniu Hongkong an i Sharghai, so as to know the exact quantity imported into China every year, with a view to making prepara lions for its entire abolition in this Fmpire during the course of the next ten years, when the home-grown opium is to be wholly wiped out as ordered by a recent Imperial Edict.

The prisoners of the Namhoi gaol are kept in several temporary prisons whilst the build. ing of the new Namhai gaol is under construc. tian, though work was commenced several months ago the building has not been finished as yet it is interesting to learn that a num A foreign company which sets up a principal ber of prisoners kept in one of these places, office in Japan, or which makes it its principal who are anxious to go to the new building, object to do business in Japan, must, even plotted and planned for some time and assault though it is formed in a foreign country, complyed the wardkeeper, saying that the latter did with the same provisious as a company formed not take them to the new prison. The keeper in Japan. In the course of its article our Yako reported the case to the Nanhai Magistrate, bama contemporary says:-" the difficult point who therefore sent the keeper to take those tures on what is implied by the phrase 'makes prisoners to see iḥe unfinished building, them it its principal object, to do business in fapan.selves so that they might be satisfied. Manyol the foreign companies established here,' which nominally have their head, offices in Japan, do a large business in this country, although they may contend that this is not the principal object. Thus the Hirano Mineral --Water Co, which is being proceeded against at Kobe, has its factory in Japan, although it is claimed that the major part of the manufacture is exported. There is reason to believe that the phrase above quoted from the ar icle was introduced prevent foreign companies. escaping the Japanese law by having a nominal bend-office in Hongkong, but carrying on their business in Japan. This being so it is prob ble the Japanese legal awharities would cont and asked him to devise ingans to make up the introduction into China, we sincerely hope the

On

́ ́tend that the very establishment of a factory, in this country was proof that its principal object was to do business in Japan. Logically busi- ness' can only be said to be the sales of the rated manufactured, since without the sales the factory would be non-existent, and thus the an nunt of the manufactored article sold abroad would be produced as evidence that the prin cipal object was not to do business in Japan There is reason to believe, however, that the Japanese legal authorities would not make this distinction between the establisliment of a factory and the carrying on of 'business, but would contend that the one was inseparably connected with the other. This would mean that most of the foreign companies established In this country but registered at Hongkong have been carrying ther business illegally since the revised Trenlies came. into operation. Companies with actual "head- offices abroad, such as binkine concerns and' io forth, of course, are excluded, but even if we exclude the companies which manufacture for export only or in the larger part, there still remain many which have sendered themselves liable to prosecution, both in their procedure and in their method of keeping accounts. The strange thing is that no action has been taken before, either by the

· shareholders or the legal authorities. Provision is made in the Code for puniment for in- fringement of its provisions, and the provisions that have been infringed me countless. The case at Kobe will be watched with particulny interest, since it will practically decide whether a great number of the foreign companies in this country are to be brought under Japanese Jaw, even if registered ahyoad.'

SEATTLE ORIENTAL SHIPPING,

PRODADLE WITHDRAWAL OF LINES"

A Seattle despitch of 26th January states If the shipping subsity bill is not pist in its original form, or, at least, providing for a mail subsidy to the Orient, the vessels of the Boston, Steamship Company and the Boston Tow Boat Company will rrobably be withdrawn from the Seattle Oriental route, According to Mr. Frank Waterhouse, vice-president of the com- panies,

RIVER FATALITY,

MILITARY RE-ORGANISATION,

The Canton authorities propose this year to set aside the sum of Taels 1,300,000 for the purpose of organising the military force throughout the provinces. The amount at pre- sent forthcoming is Ta-ds,400,000, so the Wei. yuen of the Canton Bureau of Military Affairs has "petitioned 1.E the Viceroy on the fact

proposed amount for the purpose."

MIXED COURT AFFAIR

* DRITISH INDEMNITY GLAIM.

Tuan Fang at Nanking, stating that Sir John The Waiwupu has wired to. H.E, Viceroy

Inrdan, the British Minister, has urged the Board to settle the indemnity, question as the result of the disturbances, in the faternational Seulement in December 1935.

The Waiwupu is also consulting the French, Portuguese and Dutch Ministers in Peking concerning the prohibition of the smuggling of raw and prepared opium into the various Treaty Ports in Ching from Tongking, Macao and the Dutch possessions beyond Singapore, so that the regulation relating to the abolition of the opium trade in this Finpire may be

ffectively carried out in the Provinces.

As this is a vital matter in connexion with the re-organization of our country, and in view of the vast destruction this foreign drug has caused among our fellow nationals during the course of the last sixty years or more since its.

before-mentioned four Ministers will assist our Government to stamp out the evil instead of putting obstacles in its way. 5. C. Daily Journal.
