The Dewanha was placed in the hands of the Kawasaki Dock Company at Kobe, who pushed through the repairs with all possible despatch, so that she was enabled to sail before noon the following day. THE SUITE
The personnel of the suite accompanying this imperial Highness on the Devanian is as follows: General Barun Nishi, Colonel Mat- suishi Captain Takarate, Commander Kato, and Cavalry Captain Utaka. Of these General Baron Nishi is a Privy Councillor, and was born in Satsuma in 1847, and is consequently sixty years of age. He entered the diplomatic service early, and, was Minister at St. Peters- burg from 1886 10 1896, Minister for Foreign affairs 1897 10 1898, under the Mastukala, and lo administration; Minister to Peking on the occasion of the North Chinn trouble, and was one of those who sustained the memorable siege. He was created Baron in 1895.
Referring to the visit of His Imperial High: ness to England the Timer of the 19th inst says the visit of Prince Fushimi to England will give a welcome opportunity for all classes prove that the sentiments of in Great Britain the whole nation towards Japan, are unaltered.

Information is essential as, to the ac ual 'composition of the New Home Fleet. If such a fleet based on Sheerness is strategically ne cessary, it appears to the Navy League that it must be fully manned by trained' crews.
It is not for us to say how this could done, by the abolition of the Atlantic Fleet or in any other way, but there can be no ques.iun of the principle of a half manned fleet being -unsatisfactory as was shown by our Coast Guard Squadron, and it might be a great danger as in 1840 in the Mediterranean.
How many capital ships are undar repair to-day? How many more adubitably require it? Are the Royal Dockyards now able to keep pace with repairs which Lord 'Selborne acknowledged in 1905 they could not do unless construction were subordinated to repairs; since that date the dockyard employs have been reduced by one-third. Is it proporel scrap battleships as well as cruisers to save upkeep?
Concerning the paucity of cruisers we have aften and often protested, and we believe with the writer in January's Blackwood that case of war wa'should find "want of cruises" written on the hearts of British Admirals.
It is sufficiant to call attention to the fart that no cruisers are building or projected as the three Invincibles must be classed as fast battleships.
Prince Fushimi left Yokohama on the 12th inst., by the s.s. Dev-nha, en route 'to England, hating lett Tokinat 10.15 by train that morning, after taking lease of His Majesty the Emperor. Prince Arisugawa, and' other Princes of the Imperial family, Marquis Ito, Marquis Yama gata, and a large number of other distinguished. officials and Peers assembled at Shimbashi" Station to see the Prince off. Prince Higashi Fushimi, Prince Kwacho, and Prince Kunt ac companied H.I.H. to Yobohaina by the same train. At 11.03 a.m. his Imperial Highness embarked on the Devanha, which steamed slowly out of the harbour, amidst a mighty bintai from the large crowd'assembled,,

Wong Tai the Chinese mill, onaire who ran the smuggling deal in which it was attempted to take P2000 pesos in Philippine silver currency, out of the country, in defiance of the laws of the land, has lost his working capital and will have to sue the Government for its recovery should he care to attempt to recoup, reports the Manila Cablenews of 13th inst.

Yuan Shih-kei, and in view of the downfall of this progressive official there can be no doubt that the campaign against H. E. Tang Sheo-yi is part of an Dr. ganized campaign of opposition to the so-called reform movement.. The Conservatīvo party, owing to the rapid promotion of the Mancha General Tich Liang, is now much stronger than the party in favour of reform becausS the head of the fatter, Duke Tsai Tsoh, is now relegated to an unimportant post in the Im- perial Palaces. It is believed to be the inten tion of the Government to replace, H. E Tang Shao-yi by a high Manchu official, and the charges of partiality and nepotism are helieved to be only an excuse to attain thje end. It is difficult to see how a worthy succes sor can be found among the Manchu officials, and if the Throne relies upon the advice of ignorant Manchur, it may be led into un grave mistakes as those of 1900.
