It is reported that the Viceroy has received a despatch, accompanied by a copy of the licence for opium smokers from Peking, in- structing him to pay special attention to the uhibition of ocials against opium smoking, to make the sale of the drug 'n Government monopoly and to have all the opium smakers licensed, R.W. has ordered the officials of the Sin Hau Kuk to print these forme, which will be put into use at an early date.
