p.m., yesterday, the 25th inst, I was carrying our diving operations on the salvage, of a wrecked pier. Our divers were working about five feet below the surface. We had four red, flags, as is necessary, under the circumstance. They were conspicuously placed. I saw the junk in which the woman, 1p Tsai, now charged before the Court, was working and of which she was in charge. I told her to keep clear of the divers, but she tank no notice of our warnings, and came right across over the divers, causing grave danger to their lives. This is a constant practice with these boats and we look as diving operations as extremely dangerous, owing to the reckless way in which our red flags are disregarded. In fact great difficulty is now experienced in getting divèrs to go. down.
