battleships Aki, Karama and Ibuki, now on the slips, cannot fully utilise the improvemente In ship construction which hive been learned from the battles in the Roojapanese war. Japaners, warships, he repeats, still require

much improvement, The Japanavy, which held fourth position among the Navies of the world immediately after the war, has now fallon to Alth, while the other Powers will build very powerful ships upon the completion of f.the ships, now being buil by way of ex- periment. It is urgently important, concludes the Osaka writer, that the Japanese Navy shall be restored to its position as fourth among, the | Navies of ibu-world without delay.

Our own views on this question have been so recently stated in an editorial article that there is no need to comment upon the above obser vations, though it may be usted that the anony mous paval sutsority advances no logical argu- ment to show why Japan should öö; be filth or should be fourth in the senseless race for naval

CHECK ON THE JAPANESE

IMPORT OF RICE,“

POLICY OF THE MINISTER FOR AGRICULTURE AND/COMMERCE.

A representative of the Omka Mainichƒ has obtained a "New Year interview" 'with Mr. Matsuoka, Minister for Agriculture and Com. the Papan Chronicle. The merce, says Minister has many aspirations in regard to the administration of agricultur, om- merce and industry during 1907. He is very much interested in the question of the re- adjustment of arable land and the furtherance of industry. Japan, he poined out, has been looking to foreign countries yently for the sup. ply of rice to the value of between Ys0,000,0on, ́in addition to about Y14,900,000, of wheat;and four. It would not be an easy task to stop

this enormous impors of foodstuffs. The only course available for the purpose would be to sabance the production of tie cereals in Japan,

|

During the past ten years the production of rice had been increased by 10,000,000 koku This increase might be chiefly attributed to the improvement in the method" of cultiva tion, as shown by the fact that the increase In the area of the rice fields during that period had been not more than 100,000 cho or 250,000 acres. But the' readjustment of the land under cultivation was undoubtedly the most important factor for checking the im- | portation of foreign rice.. When such read- jasiment was effected, rome to per cent. addi tional land under cultivation could be obláin. ed, though in Kyushu and Shika u the rate might be a little less.. If the increase could be obtained at the rate of 10 per cent. by such readjustment, 280,000 car more of rice fields would be obtaibed, the total in a under cultiva- tion at the pre eni sime bring 2,800,0 3 são, If, however, only 2,000,000 che admits of read. justment, an additional area of 200, ono che can be obtained. A large portion of the land at present used for rice-fields could be used for the cultivation of wheat or barley as well, and Mi, Matsuoka thinks the increase of the area of the fields will, therefore, seralt in the en- hancement of the production of tice and, wheat or barley as well. He considers it doubifal whether the importation of sice can be entirely checked by the readjustment of the land at present under cultivation, last regards îl as be-
