Huninnus review of the position in China which we have listened to with such interest from the chair, shows that they also have a more comprehensive scope. This is the most representative body of men in regard to China which can be gathered together in this country, and as people in this country are, I think, inclined to view things Chinese as a somewhat queer assortment, I feel that the searchlight of public curiosity tends somewhat to turn upon this annual dinner, that people may gain some knowledge upon questions they hear about outside, but upon which they have no definite means of gathering accurate know. ledge. If that is so, and they look for facts they have them in the Chairman's speech-and I grieve to pay ilai amongst these facts there are some very sad ones; and if they seek to know about people, it falls somewhat on the man who is proposing the guests to show how uch we appreciate the good work done by many men in various walks of life, and also to especially welcome distinguished men who have come from afar with a record of work well done in the execution of their duty. We all of us know only too well, the troublous times that have been passed through in China of late years, but British interests have emerged from those times healthy and vigorous. This, 1 think, is testimony to the good work which has been done by the officers whose duty it has been to safeguard those interests. (Cheers.) And in the first place I ffer to the Right Hon. Three weeks have passed since the Loan Agreement of the Canton Kowloon Railway wis formally signed in Peking by the Chiness" Gwernment on one side and the representative of the British and Chinese Corporation on the other side. Negotiations had been in progress for some months prior to the ratification of the Agreement and had been attended by re- presentatives of the Canton Viceroy and of the provincial gentry. The utmost deliberation

•haracterized every step of these negotiations and the Argeement was not signed until the Chinese Government had satisfied that every thing was in order.

Today, writes the N. C. 1). News of zid uli, we publish a tele. gram manating from the Canton merchants. resident in Shanghai to the Ministry of Foreign Affairs and to the Ministry of Posts and Com munications in which exception is taken to the Agreement and the Goverment is urged to repudiate its undertaking. Bimilar telegrams, we are told, have been sent from the new Viceroy of Canton, the Canton Chamber of Commerce and the local Gentry, and, as we are led to suppose that those messages have really been sent since the agreement was siga ed, i would seem that a determined effort is being made to nullify the new Agreement. ft still remains to be seen what effect an agitation of this nature will have upon the Peking Gov. cinment. We are unwilling to believe that serious consideration will be paid to it; but sinister precedent is set, if such documents ave accepted and are allowed to delay the formal
