DROWNING OF A MARINE OFFICER.
The Shanghai Times of stat inst says:-We regret to say that a very sad fatality occurred in the Whangpoo River at 11.15.p.m. op. Mon" day night, when Mr. J. B. Clark, second officer of the 1.s, Voluts, fell into the water from the wharf at the New Dock, and lost his life, two
companions who wore with him at the time had a narrow escape from the same fate. The lacta of the case are as followazi A
Shortly before 11 o'clock on the night fo question three foreigners, one of whom was GAAN skilles, a constable in the Municipal Police Force, another named J. B. Clark, the second officer of the steamer Volutė, lying near the in- ternational Dock, and a man named Rutber- ford, second ‘engineer of the steamer Neriti, lying at the New Dock, took a simpan at the Ewo Jetty, in order to go to their respective ships. Rutherford suggested that as the Volute
was lying sucti■ long way down stream, it would be better for Clark to go on board the Sartie and remain there till morning, To This proposal Clark agreed and the party set out and duly landed at the New Dock. An article in the Asaki on the launch of the battleship may be taken as fairly representing the general feeling of the pation on the oc casion.
The launch, says the Osaka jourúal, marks a now epoch in the history of ship- building in Japan, This tremendous vessel. ́has been, built in the short, space of a. year and a balf, and effons made by the authorities, to accomplish so huge, a' task in such sbort time must be greater than can be imagined. The Japanese nation, which felt reassured on the safe, arrival of the Kartíma and Katori, from England, have had their confidence still further increased by the success- ful launch of the Sattuma. This confidence is not created by the mere fact that the new battleship is to be equipped with an armament equal to that of the new British, Dreadnought": or because the Satsuma is some 1,200 tons heavier than the British skip, but because the Japanese bave now demonstrated their ability. fo build such powerful warships themselves la their own country.
