CONSULGENERAL MILLER'S. ADDRESS.
University of Oregon, Oct. 26.--United States Consul General 11. B. Millar, of Yoko- hama, Japan, addressed the students of the un- iversity to-day on The Difference Between the Japanese and American Types of Civiliza- tion." Mr. Miller has spent seven years in the Orient and while there made a study of condi tions as compared with those of other coun- tries. Mr. Miller said in parti
"The principal difference between the Oc- cidental civilization and the Oriental in that tach has an entirely different conception as to duly. No other nation has done so much. 10. ward inculcating the characteristics of unsel. @shness and self-sacrifice into the growing population of the unity as has Japan. Our civilization points Toward individualism; the Japanese toward group thought: There is no Individual lo Japan except the emperor.
THE "GROUP THOUGHT" "The Japanese thought is from the stand- point of the group starting from the family. The child grows up as a member of a family] Roi anno individual And so the Japanese does not net for himself; he acts inr the good of his village, his community or his country. He must be guided by the group thought or what is best for the whole.
"The Japanese are a prace-loving people." Mr. Miller alated. that in all his experience in the Orient he had never seen two boys quarrel, and that only once had he seen men come to blows.
"The Japanese thinks first of the welfare of the community. Thui when a citizen has done anything wrong, or has disgraced his com. munity, he is asked to commit suicide. This is the reason there are so many suicides in Japan. A favourite way of committing suicide. is to jump into a volcano,

In closing. Mr. Miller said: "I believe that in the next ten years Japan will surprise all other nations as much in her industrial growth and prowess' as she has already done by her strength on the bustlefield,"
