To the Editor of the

"SHANGHAI Mercury," Sir, Will you permit me to add a few words In the very sensible letter of the Wary Bird" which appeared under the above heading in your columns of Saturday last?

As a silent observer of the many different phases through which the much abused Dock Company has struggled during the past few years, I was somewhat surprised to learn from the circular issued, that level-headed men nf business me still available for the purpose of hair-brained scheme than its various predeces propounding another, and if possible a more sors, whereby the unfortunate shareholders are invited to quietly allow themselves to be shorn of the little wood left in them by former manipulators,

In this instance the Moro fisherman, some- what more enlightened than his predecessors, when forced to give up his great find to the Sultan, trekked into Jolo and made complaint 10 Colorel Steever, Governor of the Sulu group, The matter was soon brought to the courts and the greedy Suttas forced to disgorge the pearl.

3. That the Importers will forego and not collect from the yarn dealers the usual 2 cents per bale per day, charged for Godown rent, Insurance and interest on the uncleared cargo, as waitas on the cargo already cleared. That fature purchases of cotton yarn be cleared by the yarn dealers within 3 months from date of purchase, after which date the Importers shail be at liberty to re-sell the yarn at the then market rate, and all differences shall forthwith be paid by the yarn dealers concerned.

The undersigned yarn dealers agree 10 purchase about 200,000 bales of cotton yaro from the Importers every year for the term. of 3 years. Such 204,000 bales to include the present stock of uncleared cargo, while the Importers agree not to ship or sell their yarp to Swatow, Amay, Fonchaw, Canton and all places Pakho, Kwong-chow-wan, Haiphong and san the orth and West Rivers, Hoihow,

5. If the foregoing 4 proposals are approved of by the Importers, the yarn dealers will make a deposit of go cents per bale upon de- hivery whether purchased before or after the agreement. Such deposit to bear interest at 6% per annum, to form a fund to secure the undersigned yarn dealers against any default they may incur towards the Importers on ac count of purchases made after the execution of the agresment. 'f any of the undersigned go out of business, after clearing all their pur chases made since the date of the agreement and after settling up, all accounts relating to same, their contributions towards the guarantee fund after all deductions (if any) shall be re- funded to them logeiter with the interest due thereon: No refund, however, shall be made until the fund reaches the sum of $100,000. Payments of the so ceale per bale deposit are ever taken from the Sulu sea.
