THE OBSERVATORY
When the working of any institution sup. ported by public funds is impugged, the usual course is for the Powers that be, for the time, the highest in the land, to appoint a Commission to inquire into the truth or otherwise, the foundation or grounds, of the complaints made against that institution. It will be remembered by all that as soon ay the first paralyzing excitement caused by the terrible disaster of the th September had subsided, and when the Colony generally was dropping back into its old routine grooves, from which it had been sorudely shaken, and things generally began to assume their normal condition, a scapegoat was looked for, and this was found, by many would-be experts in the art of fading such, in the Hongkong Observatory, and on the instant the whole institution, with its employces, its instruments, and is scientific devices, and its entire system were sweepingly condemned. "Why," thundered is accu- sers," was not earlier information of the approach of the typhoon given 7" And so, all unheard, the insitution was blamed for the dire results of that awful visitation. Many detractors rushed into print, and point ed out-entirely to theirown satisfaction, no doubt-how neglectful the employees of the Observatory had been, in allowing such a dire disaster to creep upon us with the most / inadequate warning. Each one had his own arguments to set forth "in proof" of the greatly to blame, but in the mass of blame and condemnation, did anyone ask to hear the other side? Did anyone propose that the men accused should be given an opportunity to be heard in their own
assertions made, that the Observatory was

The reason given for the exclusion of the Japanese children is the inadequacy of the

The essential motive of the exclusion of the Japanese may be to seck the favour of labour classes, but the large growth of the Japanese influence after the earthquake goes a long way in arousing a feeling of misgiving and envy in a section of the American community. Such a state of things is confined to certain parts of California. Everything is very quiet, in the district about Seattle. There is not the least sign of turbulence there.
