But - whether we turn to the lack of security for foreigners, who ate now forbidden to travel in certain districts, or to the last and very asrious breach of faith with this country, the stopping of the Canion and Hongkong

Railway (via British Knuloon) construction,, on a most frivolous protext, which has just been added to the already long list of similar signs of ill-will to this country, or to the danger of a freah Boxer outbreak, the out- look in China becomes more ser' us with every mail. Perhaps, loo, it might be advisable for Lord Kitchener toconsider if, in the near future, he will be able to spare an ummy.corps from India for a campaign. For, as those who can' recollect China from the 'sixties, and know the history of our relations with her Court since the year of the "Great Queen's" accession, are well aware, such a course as that which our Loyam- 'ment are now pursuing there has always ended in the necessity for the despatch of an expedition from the neighbouring empira. The report of the intended strengthening of the British and French Legation guards at Peking is a straw that shows which way the wind blows, as may also be the murder of the Austrian Vics-Consul at Tientsin-who was a Garman - because the Chinese people detest his countrymen above all foreigners, owing to the doings of "the Mailed Fist" in China.

"XEMA" TURN BACK.

EXPEDITION NOT ALLOWED TO LAND ON DIAMOND' ISLAND,

It now appears that the Xema treasure. hunting expedition was prevented from landing On Diamond Jiland by the action of the Cape Colonial authorities. A message in these. torms has been received from a member of the expedition:

The Government has interfered; sent ■ cruiser to stop us; forbidden to go ashore. Mr. Kenyon Collis, of the Collis Diamond Syndicate, sinted Sept. 25 that he was still unable to make any public communication until his directors had met. The directors had heen called together for Sept. 25, and it might be possible for him to make some statement subsequently,

Mr. Collis, referring to the variation of the reports as to a landing on the island, said that he must have been misunderstand when he was said to have declare that the expedition were on the island for three days. The vessel remained in the neighbourhood of the island for three days.

APPEAL TO AGENT-GENERAL. The Agent-General for the Cape in London, Sir Thomas Fuller, Sept. 25, received a deputa tion from the Collis Diamond Syndicate in reference to the report that the Xema Expedi. tion. had been prohibited by proclamation of the Cape Government from prospecting on Diamond Island.

The proceedings were pirvate, but it is understood that, the deputation sought for definue information, and they asked, the Agént-General- if he had received intimation. of any proclamation by the Cape Government, and if he knew whether instruction had beer issued ip the Cape Squadron to stop the ex hepeditionary ship from landing.

Sir Thomas Fuller, stated that matter was one which, did not come within his province, and entirely concerned the Cape Government. He hai, however, received no official informa

tion.

The general manager of the syndicate bas declared that it is proposed to seek an inter view with Dr. Jameson on the subject. The syndicate consists of 400 shareholders, many of whom occupy high and influential social posi

The directors will fight the matter right through if necessary," They had practically, said the manager, been encouraged by the Cape Government to put their capital into the venture, and they were indignant at the possi bility of being, thwarted,

He suggested that if the Cape Government had taken action it had been influenced by other diamond interests.

For at, the best, the men decapitated last month fro34 will have been criminals in custody for other crimes; at the worst, poor wraiches who, to avoid actual starvation, will agree to accept a certain sum to ensure a provision for their spirits in the next world-and then confess and suffer the punishment for a crime that they have not committed, in this-unless there is a suspicion that some of the men arrested may be guilty, in which case they are tor tured till they confess and can be executed.
