STRIKING PROTEST AGAINST SPECULATION,
Those of nur readers who have been astoal. shed at the extraordinary rush for shares in the South Manchuria Railway Company will be interested in an enlightening article which ap. pears in the Chugai Bhogyo a leading financial journal in Tokio. From the latest information to hand, appears that tab.700,000 applica- tions were received for 99,000 sharers in other words, the issue was considerably more than a thousand times over-subscribed. Such an event is unprecedented in Japan, and probably in the financial history, of the world, and our Tokia contemporary enters a strong profert, - against the speculative methods which have led to such an unnatural state of affairs,
the Tokio journal admite that it did not exi peat the lasue to be popular, in view of the fact that there was no prospect of obtaining a farger dividend than 6 per cent, and moreover that the concern was a colonial one and conso. quently attended with considerable rik, Yet, although the issue has proved popular in a sense, the Chugal Shopyp osserts that the | sound and influential capitalists have refrained from inverting to any great extent, the extraor dinary rush being entliely due to speculators, By a gross error of judgment in issuing the shares, the authorities have directly encouraged reckless speculation,
When shares in a company are issued in the ordinary course, a fee is usually paid to the banks receiving subscriptions. But in this case the South Manchuria Railway Company taking interest from the banks on the guarantee-money deposited at the rate of 7 rin per Vico per day. This mistakes policy has led to the banks advancing funds to subscribers for guarantee-money at a, slightly higher rate, pocketing the difference. This arrangement in welcomed by the banks, as owing to the state of the money-market it is difficult to find safe invertments for the deposit-money returning sufficient Interest to pay the South Manchuria Company, but it has also allowed « compara- tively poor man to apply for an unlimited num her of shares. The Company also refused to accept any offers for shares above par, a policy which has led in the loss of good profit. Had this move not been persisted in, much of the <peculative application for shares would have been checked,
