THE YOUNG CRIMINALN OF PARIS.
THE PLAGUE OF THE APACHES.
Paris, September, tu-The disproportionate amount of crime is one of the most unfavour able symptoms of modern life in this city, The precocity of the criminals is also in itself a fact to give pause to the ierious-minded. Deeds. of violence have been specially numerous of late, and in many cases the chief actors in these dramas of savagery, "lust, and greed have been little more than children,, A terrible in- stance occurred the other day, writes a Special Correspondent of the Pall Mall Gesells. AD old woman living by herself was Krangled by a bay of seventeen nor is this the worst feature. The actual assassin received bia, indications," as the expression is here, from his younger brother, who is aged, twelve, The victim had besa specially good to ble little boy and had frequently bestowed cakes and other presents

An hour or two afterwards she found herself sitting on a seat in the Arc de - Triomphe, and was conscious that she had bean brutally abused. Tiere in little chance of finding the criminals.
AFRAID TO ARREST. Immunity from arrest constitutes the most disquieting feature in this pligue of Apaches. The police would seem in be afraid to act with real decision and energy against the evil-doers. I do not use the word "afraid "in a physical sense, as the guardians of law and order hayo probably plenty of animal crampe, but they are apparently deterred by other considerations.
Some time ago a policenion in the neigh- bourhood of the Opéra Tankly confessed that he was afraid to Arrest certain notorious mem- bers of a gang of midnight marauders. My friand, to whom the observation was made, asked him why. Well," he said, after some besitation, "you ses nearly all these people carry labour carda.” " I abour cards ?" "Yes ; | they belong in rome syndicate of labour." Many of the Apaches are affiliated to the various Irade societies. They may call them. selves coopers, printers, masuna, and the like In reality, their occupation in to sleep on the fortifications during the day, and to prowl a night. But they shelter fram the consequencer of their nefarious acts under the aegis of political expediency. No officer of police likes to ruo the risk of being blamed for officiousness, "Surtout, pas dale," is as true in the police force as when it was altered, to a quite different "monde," by Talleyrand,
The Apache has a vole: this is one of the beauties of universal ruffrage. Indeed, he is g Useful perion to his side, and is a much more powerful electioneering agent than many an honest man.
The inability to deal effectively with the Apache spreads to the bench itself.. M. Lépine and his agents organiza "rafies," as they are called here, and sweep in "undesirables," but they are generally liberated after a few days. The magistrates, apparently, do not wish to make use of their powers and detain these men unless some definite charge has been succesi
fully brought home. Even in that care the #lol de sursis," or First Offenders Act, or some other circumstance, operates in favour of the prisoner, and he is sperdily discharged, A glazing instance of youthful depravity is to be
found in the fifty odd students and their com panions who are in prison on a charge of coin. jog.
