This an- nouncement, then, at once removes any notion that the idea of building a Canton Whampoa railway is in nubibus. It remains then to be seen how far the construction of the railway will affect the sea-borne trade of Hongkong, for that the raising of Whampoa 16 "be A

The question they have to ask them selves, and it is a very grave one, is: Is this new enterprise a menice to the trade of Hongkong?
HONGKONG'S "EXCELLENT "
WATER.
We have heard, read, and written a good deal fately about the diversity of opinion between the Government Analyst and the Bacteriologist, as to the quality, of the water in the wells of the Colony. One official has described it as "excellent," the other unfit for putable purposes." When doctors disagree what becomes of the patient? And in this connection the public is the patient "--and whom are they to believe, in preference one over the other? That there may be some very good and sufficient reason for the diversity of opinion was amply, and unpleasantly, exem plified this morning at the Magistracy, when a coolie was charged before Mr. F. A. Hazeland with dumping night-soil' into the main stream or aqueduct leading into the Pokfulum reservoir. The man was charged by Mr. J. Ross, Water-Overseer, of the PW.D., Ínspector Collett being in charge of the case. The charge, of course, was the alternative of three months' imprison ment, and to be publicly exposed for six hours in thestocks. So far, so good. But in the meantime what must the feelings be of those who draw their supply of water for potable and culinary purposes from the Pokfulam reservoir?

At a moment when the financial condition of the Colony must be exercising his anxious consideration he has promised to exert his influence to secure the substantial support of the Goverment to a fund which is un- doubtedly required, unless the misery caused by the typhoon is to be further prolonged. It is now the turn of the public to emulate that generosity and sympathy which have ever characterised the community and to build up a subscription fund which shall furnish evidence that, despite all adverse circum. stances, the people's heart is in the right place. Hundreds are homeless and on the verge of starvation and it would be a poor tribute to our boasted civilisation if such a state of affairs were allowed to continue. It is unfortunate that nobody is in a position 10 set forth the actual amount required to relieve the immediate necessities of the an fortunates, but after all that is a minor affair. What is wanted is that all should express in the most tangible form their regard for suffering humanity. The Legislative Coun cil, we have not the slightest doubt, will do its duty; it remains for the citizens to do theirs.
