1. Whether the administration of the Sani- tary and Building. Regulations enacted by the Public Health and Buildings Ordin- ance, 1993, as now carried out is satisfác tory, and, if not, what improvements can be made,

2. Whether any irregularity or corruption exists or bas existed among the officials charged with the administration of the aforesaid Regulation.

The Commission earnestly invite the in- habitants of Hongkong and Kowloon to co-operate with them by forwarding any com plaint they may bare to make or suggestion to offer in connection with the matters aforesaid to the Undersigned.

Any person examined as a witness in the enquiry aforesaid who in the opinion of the Commissionais makes a full and true discio- sure touching all the matters in respect of which ho is examined will receive a certificate from the Commission which will protect the witness against any civil or criminal proceed- Ings, which may be instituted against such witness in respect of any matter touching which he has been examined.
