Mr. Fraser, the correspondent of the Standard in Warsaw, has been arrested and flogged by soldiers, only escaping death by the intervention of an officer.

The Standard explains that the flogging of Mr. Fraser, as reported by a Russian paper,

is not true.

soldiers and his Russian valet, who remon strated, was struck. Mr. Fraser was not touched. |

The Russian official communique, referred to in the telegram of the 7th instant, pro. vides for the summary trial and execution of offenders by court-martial. This communi- que, with the above provision, is welcomed by Russia, with the exception of the extre mist's.

In the meanwhile revolutionary ideas are spreading apace and gaining the adhesion of the peasants..

The French Bishops. It is understood that the French Bishops will adopt a policy of passive resistance to- wards the Separation Law, and will continue. celebrating Mass in the churches as if nothing hati happened, leaving the Govern- ment to do its worst.

The Chinese Customs. 'The China Association bas submitted to Sir Edward Grey a memorandum urging the Government, in concert with the other treaty Powers, to insist on a return to the status quo before the recent Chinese Customs decree.

The memorandum points out the danger to the authority of the Inspector-General

and to Foreign trade.

SATURDAY'S GYMKHANA.

ILUE NILE SEGURES CHALLENGE CUP, Saturday's gymkhana meeting-the last of the season-was not so well attended as was at first anticipated. The dull weather that pre- vailed during the afternoon, foliowed by threat ening rain clouds, was probably the means of keeping away a number of chicken-hearted' spectators. Notwithstanding this the old tari enthusiasts Furned out in full force! It mattered nothing to them whether a typhoop was around the corner. ttered not that fresh bland with unpronounceable names were going to secure the laurels of the day, for the turf en- thusiasts realized beyond peradventure that the "mokes" bained to face the starter afforded a chance for speculation and the possible chance of winning a few dollars.

Blue Nile winning this race secures the trophy. He has thirteen points to his good (three firsts and a third), while Kingston is only the possessor of nine points (one first, two seconds and a third`, so a was immaterial, as far as Blue Nile was 'concerned, whether he wen or not on Saturday, for he would still 'be highest in points. In the three-quarters of a mile handicap Ionic was ridden by Hon, Mr. W. J. Gresson in a field of eight ponics, and whether it was the difference in riders or not, or whether tonic made up his mind to work, was not said, but he seemed an easy win, Gresson sid ng easily. The hurdle race, which our dari writer, "A Turi Enthusiast," looked with disfavour, on account of the small en tries, ant of which he said "that it might be eliminated with advantage from future pro- grammes," was struck out from the list of events on Saturday, and a " Time ftace," which proved a very interesting feature, substituted.
