Canton, 7th July. Yesterday the Charitable Institutions and several of the guilds held a meeting in the old governor's yainen at which the shareholders of the Couton-Hankow railway were invited to attend. A TRADE ÑDISANCH,

BLACKSMITH FINED. '

Mr. M. D. Razack, a broker, residing at Nos. -9 and 13, Upper Laicar Row, summoned the master of a blacksmith shop, before Mr. F. A. Hazeland, in-day, for committing a nuisance in his shop on 6th July last.

1.-Pig-utys: The floors of pigstys are in several cases in need of pointing. Some are paved with Canton tiles which, being absorbent, ought to be comlevined. I would suggest that the Board approve of two inches of cement

to receive and hold it.

Sumps also need repairing in some cases. do not think it probable that the sumps often verfiow as their contents is valuable for manure. Probably they overflow sometimes. The only legal method of dealing with the manure is to bave it reinoved to the conservancy method is to apply it to the land as manure, boats daily by owners of the pig-stys. A beller

man, who jumped into the water to escape, was drowned. Some of the coolies were arrested and taken before the Court where they were each fined $50, or imprisonment for two months. The men could not pay the fines, and the con- tractor could not pay for them, and so they went to gaol,

Mr. Humphreys miuuted: When will the refuse destructor come into operation? There will always be trouble under the present system.

~ "Mr. F. j. Badelcy minuted: The contractor made the contract with his eyes opan, and knew what he had to do. If he allows the coalies to dump the rubbish in the water as a sel-off for under-payment he deserves to suffer for it. It' is a matter of great difficulty and some expense to catch them in the act, and when they are caught it is not the least use imposing a no- minal fine, He ought to employ a responsible man to make the coolies do what they are re-

7. The supprised teper, is probably a leper. For absolute diagnosis he will need to be ex amined in hospital.

8. The pig-stys are in much the same state here as in Tai Hang. In both these villages there are narrow winding paths between the pig-stys. Rubbish and dirt accumulate there if such paths were concreted sweeping would be easier, but would be far more necessary to sweep yciele paths free from all rubbish than mere earth paths.

Jfconcrete is to be put down it should only be where absolutely necessary, and it would be a good thing to have a resident in each of these villages who would be responsible for kreing that his fellow-villagers did all they could to keep the place clean.

The reason why the pig-stys are in their pre- sent condition is that No. 5 district was with out an inspector for three months of this year. The l'cences were not re-issued in consequence, but were kept back until there should be an opportunity to get the stys in order.

The provisions of the law as to window area with external air, concreting of ground surfaces and of overcrowding have not been enforced in these villages. The villagers would probably be ruined if they were enforced.

heavy loss to himself. The remedy for the present state of affairs, I think, will be to so amend the next contract as to make the con- tractor provide' large sea-going junks properly decked and locked and engage lunches to tow them out to sea to dump the rubbish pending the erection of the rubbish destructor. This is a more expensive method, but I da 'not-see what else can be dose, if the dumping is to be stopped once for all.

The Hon the Registrar-General said the agreed with Mr. Lau Cha Pak in the main; he disliked entering into contracts terms which one party knew the other could not tulfi). Inquiries should be male as to the cost of carrying out the contract in a proper manner, and so see if i can be done prope·ly ined with profit to the contractor. Occasional indictions of heavy fires is an antiquated way of securing observance of the law. Adequate and constant supervision is the proper way.

THE INSURRECTION IN IISINCHENGHSIEN.

As briefly reported in oug telegram columns last week, a dispatch fron Hangchow reports that Mr. Shen, district magistrate of Hsin- cheoghsten, was murdered by the Secret Sa- ciety men upon the capture of that city on the 30th ultimo, and that the insurgents not only burned down a Protestant church in Sung- ch'ichen, three miles or so distant from Hsin- chénghsien but nearly destroyed a small Ro

an Catholic church in that market town"alto., The native pistor of the Protestant church for tuoately escaped in disguise, but six converts are reported to have been done to death by the insurgents. The main body of the insurgents are said to be composed of disbanded soldiers, who had been dismissed owing to the reorgani. sation of the provincial, troops according to modern foreign methods.
