Whether the administration of the Sani tary and Building Regulations enacted by the Public Health and Buildings Ordin- ance, 1953, as now carried out is satisfac tory, and, if not, what improvements can be made.
3. Whether any irregularity or corruption exisis or has existed among the officials charged wult the administration of the aforesaid Regulation.

It is reported that 23 Chinese were drowned opposite the Chinese Engineering and Mining Wharf, "An assistant in Messrs. Melchers informs us that the cap- tain of one of their steamers saw n dozen natives drown without being able to assist them to safely.

In the Louza district, as elsewhere, the wind was responsible for more damage than the lightning. Some half a dozen houses cullapsed here and the roofs were lifted off others. In several, poniuns of the walls were blown down. There were no casualties as far as we can ascertain. Three or four natives were slightly braised and injured, but not seriously enough to warrant their going to hospital.
The varizus malsheds throughout the Settle ment were completely wrecked. The large one in the Astor House Garden was razed to the ground and the recently erected one in front of Union Church was scattered about Soochow Road. On the river a P. &.0, boat was reported to have colkded with a dredger. The accident was not, however, attended with any loss of life. 1n Taungming Road the walls of four houses, (rom the eaves to the flooring, collapsed along a space of some forty-five feet. A chimney was blown down with great force in Hodne Road and narrowly missed siriking a crowd of natives hurry PEAK.ing past.
