The operations are to be divided into. Three portions.
That now in, progress is is to give opportunity for attempted raids on British ports and coasts by one section of the fleet, while another will have to meet these attacks by the necessary defensive measures. It is in this place of the operations that the whole available torpedo fleet and sub- marines will find abundant scope for their best activities. Then comes an intermediate period devoted to tactical manceuvies which may be considered of an instructional and practical character. As the operations of these two plans effect details in the national defence plans, and so publicity is evidently quite impermissible, such operations will be held confidential and no press representatives will be allowed on any ship engaged. The last, or commerce protecting phase, will last from June 24th to July and, when the capacity of the Red "Fleet and its admirals will be tested to the utmost in order to ascertain accurately how fər it will be possibis to cover the movements of Brish merchant steamers, or convoys of these, under conditione as closely resembling those of actuai warizte as it is possible to provide.
