Such a plentiful stream of criticism has been poured upon English commercial methods during the past few years, says 'a Kobe con- temporary, that it is somewhat refreshing by way of a change to find comparisons being. made between British business men and some of their principal rivals which are not to the detriment of the former. Of late, despite the continuous expansion in the trade of the United States with the Far East, several American writers have commented unfavourably on the procedures of American firms and representas, tives in China and Japan. One critic even went so far as to declare that almost all the large American banks and mercantile establish- ntents found it necessary to have English managers and staffs for their branches in this part of the world. The exaggeration contained various journalists both in America and out here, but it seems to have been considered by not a few Americans that there is a substratum of truth in the suggestion that American com- inercial representatives do not always make a German rivals. One journal has recently de- good showing by the side of their British and clared that the management of American busi- ness affairs, abroad suffers from an excess of spread-eagleism. "The spread-eagleist," ac- cording to this writer, "proclaims from the housetops to all who will listen, that Europe is behind the times, that its business methods are 'moss grown, that before another decade America will pul Europe 'out of business! He himself has got a line of goods that will send consternation into every commercial house in London or Paris. America, he says, is 'it,' and he has come to teach the old world a few valu- able lessons." The critic proceeds to assert that this attitude frequently defeats its own object. The average European business man, he remarks, is a thinking, reasonable being when be is not being "pushed," but if he suspects that he is being "rushed," he is apt to sacrifice his own interests to frustrate the design of his persecutor. "Let him be told by an American that he has to be taught what is good for his line of trade, and he would not buy gold dollars for three cents from him." In short, the writer contends that the American commercial representatives is too apt to spoil his chance by adopting a system of "bluff," which does not give results when deal- ng with foreign business. Another charge that the critic in question levels against the Americans is that he is inclined to be in, tog much of a hustle. The European, business man, as the writer points out, does not like to be hurried. Unlike the American, who lives, to work, he works to live and desires to get some enjoyment out of his life. Hence, wher an American puts to him a proposition and demands an answer "in twenty-four hours, as I have another man waiting to jump at it," he as often as pot snaps his fingers and throwe up the whole thing. The conclusion the writer comes to is that American Chamber of Com. merce should teach one great truth to the over- zealous, namely, "that while America has much to teach in matters of commercial economy, she has also much to learn from her foreign cousins, Square, honest, modest dealings, a willingness to pocket pride and be told that you do not" know it all yourself, are as essential in business abroad as senuousness is at home."

The sader will have noted that the accusa- tions brought against the American business representative are almost diametrically the op- posite of the complaints commonly mide aneot his English kinsman While the American is charged with "sprend-eagleism," the English trader is generally alleged to be too inclined to hide his light under a bushel and to let more assertive competitors get ahead of him. Again, while the American is said to sacrifice every thing to work and to be too much of a bustier, his English rival is ordinarily accused of spend... ing too much time in play and of making his clients attend his own convenience.
