The news conveyed in Reuter's, telegram, which appeared in yesterday's issue- that the House of Representatives at Washington has passed the Rill introduced by Mr. Denby for China cannot but give the greatest satisfaction to all Americans resident in Chino, as well as to people of other nationality who are com- pelled occasionally to seek redress in the American Consular Courts. If ratified, the Bill, the fall text of which, as originally intro duced, is printed in this issue, will relieve the energetic Consul-General here of a large por tion of the multifarious duties with which he has had to cope in the dual capacity of Consul- General and Judge, and will put an end to the frequent assertions of Counsel that the official trying a case may view it, quite goconsciously, from a prejudiced point of view, having come in contact with one of the parties in the capa city of Consul General before trying the matter in disputa as Judge.
