The degenerate is characterized by fine lives. broken by minute separations auf ridges, which are clearly defined under nanaya fying glass.
Deep, separate and blotchy ridges mark the print of the highwayman and the burglar, while the petty thief's thun b. priors are found to be generally distinguished by streaks of white in the centre on the sides..
These conclusions are based sigion, the careful scrutiny of many hundreds of prints. Such deductions are the extent to which criminologists have been able in gans yet. A handicap is found in the fact that this method is not gråeral.
Only a few prisons exchange identification prints of criminals, and there are few recorde of prints of persons who are not criminals. Such records would be valuable for the purpose of making comparisons,

Mr, Schwartz adopted the ki stem of thumb prints in the Rahway Reformatsiy because he was of opinion that many of the "boy" sent there by Indyes were not firal offenders, but were former inmates of State prisons and penitentiaries, and who would be serving terms in other institutions, instead of at: Kalway,

"Finger prints, are of no especial valué to police departments, but to penal institutions are in every way superior to the Bertillon sys tem of measurements.'
"A policeman cannot pick up a man on the street by means of the finger-print shert he has with him. He is first identified, sufficiently to warrant arrest, by the Bertillon photographs and measurements, and then, for positive identification, the finger-priat charts are brought into une, If he is the right man, it will be proved beyond peradventure by the marks and the individuality of the ridges and creases,"
The possibilities of the finger-print system of
·identification are unlimited Much depends, according to Mr. Schwartz, upon the care with the prints are taken and how the counts are made.
A more general use of the system throughout the country, it is asserted, will be of immense value to the police departments of America and Canada, and it is believed that, in time, there will be a central covernment beau where every criminal in the country will be registered by this system.
