THE CHINA· ASSOCIATION.
DINNER TO CHINESE COMMISSIONERS.
it was a notable gathering that brought the members of the China Association together on the evening of roth ulc to do honour to the Chinese Imperial Prince and his fellow Com- missioners now on a visit to this country. With the exception of the great house of Ewo, whose members coul not unfortunately aliend at the short notice, owing to prior engagements, all the great foreign bongs of China, as well as, banking and shipping interests, were fully res presented. Most, if not all, present at the gathering know what
excellent hosts the Chi- nose make; that they make equally pleasant guests was evident, for the Chinese gentleman, whatever he may, or may uut be, is one who takes his pleasures in a thorough going spirit, and he throws aside the responsibilities of office or business. They make agreeable guests at witch functions, and seemed to be much interest. ed on this occasion. They were very pálite in their assurances that they had enjoyed them and those who understood English cer selves, tainly appeared to have imbibed the spirit of the entertainment, The Commissioners were greatly interested in the fact that so large a proportion of the company present were old residents China. They are cognisant of what soine por
tion of China acts and thinks, and they cquid echo the statements of ME Gundry, the President of the Association, who Jed us back in very old times and reminded those present what Chinese philosophers could
Ite noted that the greatest of Jay claim to. Chinein
philosophers had anticipated by hundreds of years the most important of Chris tian principles, that one shunki do unto otheri as he would they should de unto him. He noted also that Abel Rémusat, the great French author, had stated that most of our great ideas came to us from the East through the medium of the Mongolian invasion. Printing by types, the mariner's compass, and gunpowder, great factors in civilisation, came in that way from China. After dinner public speaking is not usually practised in China, but the reply read by Mr. Tso Ping-lung on behalf of Dúké Trai Tze was a most excellently conceived sinte ment. There was much quiet humour, and it was couched throughout in perfect taste. I
Commission
malersal matters-which the
abroad is investigating-China may have yet a long road to travel, but where wenial and mor- nl aphorisms have to be dealt with the China- man need yield to none. It may be necessary to do much purification in the public service of China stone, but China has accomplished as great tasks in the past, and her people are com petent to deal with the problem again. A cen tury, or a half or quarter of that period of lime is not much in the life of China
What she may accomplish by the dawn of the next century one dare scarcely speculate upon:-Z. &C. Express,
HOW EGYPT HAS DEVELOPED UNDER BRITAIN'S RULE.
Cairo is no longer a feeble imitation of Paris. It is the gay and debonnaire city herself, with a touch of the East and a suspicion of Wall street. Ten years have wrought an amazing transformation. Stray beyond the Eubakiych Gardens and you are in a new country. The street of dilapidated aiables where i bought hordes for Omdurman is a boulevard of shops Thotels, in which wealthy
and banks and palatial clans seek refuge British Americans, and
from winter Theld messman of the
Re, imer is now a bey and High
Land magnate, and the modest hostelry where General Wauchope and General Lyttelton drank success to our aims before the advance into
the desert has been swept into the background.
How well I remember that night of nights- the hot, moist air, the tables spread on the balcony, the strong, eager faces—inany; alas! now ghostly memories of the Sudan and South Africa-the cheer, that rang out like a baule cry, the toas s that were drunk and the glasses that were cast over the shoulder when the last golden drop was drained. The shattering of them still sounds in my ears like. the clash of sicel.
A new race as well as a new city has appeared. Those were the days when many la Cairo preferred the Khalifa to Loid Cromer, and prayed that the blood of our Army would again crimson the sand of the desgat. They do not love us even now- these Egiptians. It is not in the nature of a Moslem to show gratitude to a Christian governos. Yet in their hearts they are thankful for the liberty we have given them, for the feedum from oppres slon, for the new wealth of the land, and for the chance of living their own lives.
If you would put your finger on the pulse of Egypt, go in the early morning and again be. fors sunset to the Kasr el-Nil Bridge-the main artery of Chiro. There you will see the old and the new unfold before you in a moving panorama. In the morning-camels disjointed, supercilious, beasts, laden with the rich pro duce of fance of the delta; in the evening, phactone and
and closed carriages with cavalcades of splendid Ambs. At dawn, stalwart, sunburni men in long flowing robes, sons of the desert and of days that are departing.
It is the East flowing into the West and losing itself among houses and tramways and steam engines and motor cars. At sunset, lad- fer in baiks and the fatest laation of Paris, the shy favourites of the harem and the beauties of all the capitals Rotten Row, the River Drive, the Bois de Houlogne, and Unter den Lindes on the bank of the Nile. It is an animated picture of the change that has come over Egypt, where at last the native may be rich and not afraid.
PROOPS OF PROSPERITY.

THE HONGKONG TELEGRAPH THURSDAY, MAY"
of £2,568,000 Navigation and waterworks | since the year 187, have absorbed £1,329,000 in abares and £186,900 in debentures, Egyp tinas holding £55,200 in shares and £25,000 in debentures, the market value being £4,138,000 sterling.
INCREASED LAND VALUES.
High prices are not necessarily a proof of prosperity, but in Egypt they may be applied as a test of changed conditions. The cost of labour has increased three fold, and the price of food has kept pace. Land that was bought ten years ago at Léo an acts sells for £180. The house occupied by General Lord Grenfell when Sirdar was sold to a bank for 17,000, and might have been sold this year for £120,000. A royal palace which 179,000 could have purchased
I three
has been years ago sold for £600,000,
These are substantial proofs of the rapid growth of prosperity in Egypt. Some people complain that we have not taken our fair share of this increasing wealth. France has still a large staks in the country, though she has not added to it greatly in recent years. Belgium, activity, and Germany is beginning to discover on the other hand, has displayed considerable
Egypt, not
by her tourists, who al Hot merely ready outnumber the Americans, but by capl. talisis and merchants.
Meanwhile, we have at least the satisfaction of knowing that the Egyptines are having an important share in the development of their country, and that they'realise the advantages of stable and just government even by an alien
J'ower.
