THE METRICAL SYSTEM.
The New York fierald is prosecuting an in- quiry among the business men of the country In the matter of introducing the metrical svitem of weights and measures, Our system of weights and measures is complicated, says the San Francisco Chronide, but exists and continues because our people are accus. tomed to it. In linear measure they think in inches, feet, yards, rods and miles; in superficial measure they think in square feet and their multiples, and so on. To a vast majority 'metres, litres, ares und grammes express
nothing, and have no meaning.
It is to be regretted that when Mr. Jefferson devised bur, decimal system of coinage he did not also adopt the decimal system of weights and measures, with which he was doubtless familiar in France. The metrica) system is derived from metre, which is norumed to be the ten millionth parts of the quadrant of the meridian pasting through Barcelona and Dunkirk. The system therefore is based upon the mathematical measure of the circumference of the earth. The are, or unit of superficies, is a square whose side is ten metres. The litre, or unit of capacity, is a vessel with a volume equal to a cube whose edge is one tenth of a meire. The gramme, or unit of weight, in the weight of a cube of pure water, weighted in n vacuum, each edge of which's one-hundredth of ametre. From each unit the system is decimal, and therein consists its great convenience, when its use becomes familar. Thus "deci" is the tenth part of the unit, "centi" the- hundredth part and milli thousandth part, Rising above the value of the unit "deca" is ten times its value, "becto" one hundred times, "kilo" one thousand times, and "mytía" ten thousand times.
This explanation covers matter familiar to many, but untariiliar to must people. Accus- tomed to our present system we guess very closely an acre, a mile, a pound. Bat we are vacant of judgment as to an "are,” a "metre," à "litre." That the system may be familiarized and used is evident from the readiness with
which in California we acquired superficial measure in Spanish terms. We all know that north of Market street the lots are 50 varas and that south of that thoroughfare they are 100 varas. We, however, by mental process convert a vara inte its equivalent inches. In Louisiana the metrical system prevails, interit. ad from French days. In Texas, the Spanish land measures, lengue and labore are used.
The metrical system is coming into use in England, and if that country, Germany and the United States combined in its use and their custom-houses adopted it as a common system, it would aid in extending it to the whole world, a great convenience
to commerce. At present each country, is at great expense in reducing foreign weights and measures to expression in its own, in its custom-houses, in order to safeguard its ravenues. To this work a considerable portion of the cost of collecting revenue goes. By the time imported articles are duty paid, a con

A burdensome tax on commerce, because they, most each be laboriously reduced to expression in the system of the country to which they are exported.
Practically every custom-house has to salary
& corps of expert translators, who read the invoice aut of one system into another. The interchange of currencies vis nnt 40 difficult, because in every country the fiscal de partment fixes, at intervals, the value of all fer- -éign currencies in its own.
While we are reading our complicated system into Chinese invoices, Chinese customs officers are sweating over ours, and wondering how any intelligent a meaningless method of people can have a weights and measures. It all costs, and the expense would be saved and the revenues, re- lieved of a great burden if the Western con marcial, nations would lead off and adopt the convenient decimals of the metric system.
A bill on the subject is now before Congress, and it will aid townd the desired consumma tion if the House Committee on Weights and Measures will send broadcast a report, explain ing the system, analogizing it with our familiar decimal coinage, and giving examples of its simplicity Such a report might be so framed as to serve as a textbook in the schools, taking the place of our tables of compound numbers. When one generation of school children has acquired the system, its use becomes gereal, automatically,
