Local troubles, particularly in the south, will be inevitable, as a result of this movement, and the murder of missionaries will be as frequent is the future as in.the past whenever the igno- tant people stirred up by some meddler, or their anger aroused by the interference of the missionarier in their business or their justice.

With regard to these conditions, the proposal now comes from several quar ers in postpone the withdrawal from Chibli of the troops of the Various countries intereste.. These foreig troops were appointed, in the transition period after 1900, to keep communication between Peking and the sea open; ard, until the Can- tral government was sufficiently strongly te established, to assist in maintaining order, in the metropolitan province. of several times the Chinese Central Govern- ment, in its present state of goodwill, must be conceded to be absolutely strong enough, from a military point of view, to prevent any recur rence of Boxer movement in the Province of Chihil. On the other hand, it is the opinion of specialists that the foreign troops, by reason of their small numbers, their scattered dis position, and the lack of a common head, or concerted action, are scarcely a match for them. Thus it is that while the good intentions of the Central Government, grown wise through tribulations, to keep order, are hardly to be suspected, its ability to suppress local dis- turbances in remote parts of the empire is by no meant increased by the presence of foreign troops in Chibli, This is proved by recent events.

It is not impossible that in the future all anti. foreign movements and massacres of mis sionarles, which after the withdrawal of the troops may occur any where at any time, will be represented as a result of the recall of the garrisons. To this, however, it may be repl ed that the massacres in Lien-chau and Nanchang, the unrest in Amoy and in the province of Hopan, and; last but not least, the riot in Shang. hai, all occurred while the foreign soldiery was still in full force in the north,and that the

uproar in Shanghai was quelled not by mea in

the north but by the Marines landed from the foreign war ships, and the gallant Volunteers. Hence the conclusion that in those places where they have hitherto been the troops are either no longer required or no longer sufficient and, on the other hand, they are scarcely able to cope with serious disturbances in other localities. Ner must it be forgotten that, in the face of the growth of national self-respect among the Chinese, the presence of a larger body of foreign troops in Chibli Province is calculated to increase points of friction between foreigners and Chinese and to give rise to in- cldents which every day will be harder to f5&explain
