The Austrian delegate at Algeciras has submitted a scheme for the Franco-Spanish policing of Morocco, with a Swiss or. Dutch inspector-general. \.

Herr von Radowitz has accepted this scheme provided it is under International surveillance. He says that Macedonia and China have proved the advantages of joint European control.

M. Revoll says that France is prepared to give fresh guarantees for commercial equality, if the conference is agreed upon a Franco- Spanish policing.

It is believed that the Austrian proposal is inspired by Germany.

REVIVAL OF THE SILK TRADE,

- Canton, March 10,

The past week has witnessed quite a revival of the silk export trade which has lain dormant for so many months past, large shipments hav ing bern cleared both for Europe and the United States. in spite of the prohibitive.ex- change still ruling. Better prices from abroad: and cheaper labour at home both contributed to the much-needed impetus.

CHINESE PROPERTY OWNERS' NARROW IDEAS. When will the Chinese population benefit from experience? The process of re-erection of the houses recently destroyed by fire is pro- ceeding apace, and to judge from appearances no provision is being allowed for wider streets or better light and ventilation, the buildings being a duplicate of the ones destroyed. One would imagine that by this time the landlords would appreciate the advantages of better and wider thoroughfares, both for enhancing the valite of their holdings and for the additional facilities afforded for the suppression and con- fining of fires. Evidently, however, they have yet to learn.

At the instance of Mr. F. J. Gadeley, Captain Superintendent of Police, at the Police Court this morning, the master of a shop at No. 147 Wing Lok Street, a salesman, a servant, and a enok, were charged with having on 8th March unlawfully and maliciously set fire to house No. 1.47, Wing Lok Street, with intent thereby to de- fraud Messrs. THE TRUSTED ADVISER OF NICHOLAS II. Unluckily, Philippe, when consulted about the war with Japan, predicted a most brilliani series of Russian victories in Manchuria. He boldly told the Tear that he was chosso by disina inspiration to announce that the Rus sian campaign in Manchuria would institute a new era of Muscovite glory that would dissolve with chemical thoroughness the "yellow peril" that threatened Russia and Europe. One fine morning the Tsar not only refused to receive him, but informed him through an aide-do-camp, that he must quit Russian territory within 48 hours.
