The Governor has reported to Viceroy Chou Fu that a large number of arrests have been made during the last thres days in and outside the city of Nanchang, and asked what to do in the matter. In reply, Viceroy Chou Fu is said to have instructed the Governor that he must avoid promiscuous arrests; must move carefully in the matter of punishments; that only such as have been proved without doubt to have been concerned in the riots and mas sacres should be punished, and that in a prompt and severa manner..
