Luisen, 9th Dec.oilo 14th

The Straits Settlements Government, says | Sedej, Br-class ruiser, for *ingapore. the "L. and C. Express" of the and of Fe bruary, has at bat taken the plunge, and by a proclamation of the Governor in Council the Straite dollar has been standardised at 25. 4d. Incidentally Reuter also tells as much comment was caused by the 'action of the Government In fixing the tale of exchange it is. 4d, on 29th, Although two hours previously at had asked for tenders from all the local banks for £100,000 at a rate flye-sixteenths of a penny higher than the new standard of exchange, to reason is alleged for this somewhat extraordinary action, pos for what purpose such a tum, was required, but if it had gone through the Government wo. ld have been enabled to niake a large profit. As, however, the banks seemed to have been suspicious of some move being about to be made no tenders were sent in. According to the an- nouncement, dollars, for the present," will be issued against the deposit of gold at the rate of Godollars for seven Lovereigns, which means that the value of the dollars is fixed in gold at zs. 4d. Upon this notification,, the exchange which had stood at 25. 4t, declined to 28 3. 15-16₫., but it recovered the next day" to 8. 4. anda. 4 3-16d... The rate of as 40, per dollar is equivalent in silver at 324d, per oz., which, it will be observed, is no very greatly above the present market price, and with a hard market for silver. We gather that the Government will not give dollars in Singapore against the deposit of sovereigns in Iondon but that the gold has to be tendered in Singa- pore. This in reality makes the rate 25, 45-fid, as regards London, though it is suggested that it may be more profitable to send gold from Austria. As it is pointed out in one money article at a london paper, nothing seems to be known at present" as to the exact quatter from which the special transfers will be obtainable, and if it is to be a case of "earmaking" Australian gold purchased by Singapore on Account (transfers, issued in a fashion similar to the methods adopted with the Indian ship menis, matters will be getting preity complicat- ed with the different stores of sold at the Bank. of England. However, we have no: yet reached the point of remittances to ingapore either in gold or special transfers. It will be noted also that the present action is apparently only "for the present, and thai finality has not yet been reached. With iver possibly topping 22. per oz, the present arrangement is, in danger, and there are now many for, say, a rale el 29. Gd, or others for-28, Ed. The latter figure would bring the rate to that of the Indian currency, which represents silver at dod. perez. This would make the dollar in reality a double rupee, an expression, that hin's met with a cer tain amount of favour in the core of the dis- cursion of the question. We may leave this, however, to Bug that the enactment of the present rate has been received with satisfaction by all interested in the Straits, Fixity of value has been wanted, and is, we trust, cow anained We must assume that ulkoistely, the fixing of the exchange will lend to the saucl ase and minting of silver by the Stats Government. At present ra es this would give a substantial profit to the riovernmend, for with silver at its present prie the.cost of the Straits dollar should not exereizs 2. We would, however, impress upon the Goverunert that the supremely apathetic attitude it has shown during the last few months as to the supply of dollars should not be persevered in. It should have a stock of cain, or at least bar silver, on the spot in case of a crisis, i must be re- membered that coin is always going away to surrounding 'is'ands, and the Federated Malay States, and necessitates a certain amount of constant replacing. If the number of dollars is in such scanty supply, as has recently been acen, that a deficiency in circulation should arise, there might be much trouble. It would be a very bad day if the natives were not able to get dalla's for notes, and those notes went to a discount There would be much trouble

at the Treasury and at the banks. We trust
