Canton, 4th February.

A mass meeting of all classes of Chinese in the city was held in the newly-established Chinese Chamber of Commerce yesterday. It was very largely attended; several thousand people were present. The meeting was called with the object of discussing the vexed question of the Canton-Hankow Railway and whether the people should submit to extra taxation imposed under the new scheme of Viceroy Shum, or whether they should endeavour to raise the necessary capital by public subscrip tion amongst the Cantonese. After consider able dircassion a resolution was unanimously adopted and passed to the effect that the funds required for the completion of the line shall be raised by the people themselves and the prose- cution of the great work be conducted by the subscribers and the undertaking wrested from

E. the Viceroy of the two Kwang and the policy which he seems of fate to have adopted towards the people and the representatives of foreign Governments. But notwithstanding all that has been written few people appear to realizathe very serious rosulla which may follow from the conduct of the Viceroy in the attlude which he has assumed. The Viceroy holds a very unusual position, Asa native of Kwangs he could not, according to Chinese custom, be Viceroy of the Two Kwang. He came to Canton not simply as Viceroy, but as the special representative of the Emperor, or rather the Empress Dowager. He was given supreme command in the Southofficial control. over all officials aud. over the military and Baval forces. He was given almost absoluta power and authority. When this is done, it will be seen that no difficulty need be anticipated as to the amount required for the great undertaking...

There appears to be no difficulty that the $3,000,000 will be found by the people them. selves, it is their object to show up the ex- tortionate taxation which the Viceroy sought to imposs upon the over-burdened people of the province, and thus cause the official to "ose face."
