Torsing to foreign relations, "the Premier 'sayr:-"it is quito conceivable that opportuni

ties for conflict of interests will increase as the relations of the Empire with foreign Powers

become closer, and a favoured nation to-day may be an enemy tomorrow. Ai present the]. world is closely watching every action of this Empir, as our national destiny is rapidly 'rising, and we must be cautious of our every action lest the suspicion of the Powers be aroused Endeavours should be made to conduct the protectorate in Korea successfully and toinduce the sympathy of the Koreans; 10 increme the existing friendly relations between Japan and China, and imperas apañ China the sincerity of our Empire towards her, that we may advance in civilisation in peace side by s'de. These are the mast urgent matters is the pitsent diplomacy of the Empire. There are other questions of foreign ‘and home affairs which require attention, but these are in numerous to be enumerated here, and you will be well acquainted with their outline. All these affairs are closely related with finance and their exerution will necessitate further de

"I earnestly hope that the whole nation will

unite as one, and prepare to bear the increasing burders placed upon them, which are necessary for the furtherance of the prosperity and wel fare of the nation. It is the common duty of myself and the gentlemèn present to carry oul these works, and we must have the sympathy of the whole people."

In coclusion, the address emphasises the fact that national unity is an lesenceessary in time of peace than in time of war, and points out that the present is the ocasion to carry out the great work now indispensable.

"It is essential for the party to bring about

the unity of tire whole nation, to show magna nimity, nad to comperate with the people who are of the same view, irrespective of party. is the Imperial policy of the Restoration to conduct the administration of all affairs of State under the guidance of national public opinion, as declared by Imperial Rescript; and the Constitution of the Empire has been adopted and the representative Government established in acentdance with that Imperial policy. 10 about forty years the Empire has marvellously progressed in prosperity, and at last the present brilliant position has been attained, offering the best opportunity for placing the operation of the Constitutional Government on a solid basis, and leaving a model for the rising generation. The gentlemen, present are re quested to conduct and deliberate upon the Affairs of State in strict accordance with the principles of Justice and impartiality, lending to unanimity of public opinion, 10 deliver the nating from her treables, and contribute to the successful operation of the Constitutional Cus ernment."-Japan Chronicle; -

Per Caldonten, for Hongkong from Kobe Mr. Sakamato. From Shanghai-Prince Ab- dulla Alli, Mr. and Mrs. Netto and child, Messrs. Mielek, Hanna, Cruz Farriss, I. John, Dongola. 19th Looking the volcano, which, before it became Walker, Valentin, Guttierez, weiae, de nilon, Butte, Bengali,

Silva, | active, was no more than a rising knoll, but, Lorenzin, Nishyama, Zewdbell and Eifel Fris rich, Rhartia, Survia, Yang Tass, has since grown to the dimensiona of a 'moun- Bovet, tain, The eruptio's had throws out a bog high ridge of scariae, which prevented a bill- liant spectacle at night, "On this ridge,” writes MG Newell, "wo powerful fires of very white Aams, from which lava seemed to be flowing, were blazing with great energy. Then near to the volcano was another large fet of red flame, as though proceeding from the interior of the crater,"

Į

A larrifying feature of the volcano's activity was the numerous explosions which occured at intervals of every half-hour or so, the more violent of which burled stones and scoriae to a great height, and drove huge masses of lava over the edge of the crater, Inderd, the na- tives of the island do not remember having whnessed eruptions of such violence.

The greatest dinger, however, proceededfrom the lava sireams, which slowly but surely made their way towards the sea. Their most rapid advance seems to have been at the rate of five or six-yards, a minute, and their force was | irresistible. When Mr. Newell made his inspec- tlon, Mr. von de Heide's property, Olonono, had, in great part, been ruined, while Mr. King's are house near Malacola, and the saw Govern, mest bridge were threatened.

A Luter account, furnished by Mr. O. F. Nel sos, of Safune, shows that the lava stream had

'reached the sea coast at Tospelpai, on the fernoon of December 7, Its contact with the
