In the most bare. faced manner because of self-interests, or the Interests of the firms they represent, they refuse to move, to eliminste a disesse that is steadily aatlog into the very heart of our trade, and yet they would now stand up and say to this com munity We, who with single mind have deeply at heart the best and trusst interests and promotion of the trade of this Settlement. and whose whole aini is to see that trade en- couraged and brought into a more flourishing. state, tell you that registration of Partuerships should not be permitted." For the opinions of men who stand this stultified in their profas sions, or in what ought to be their professions, I would not give the proverbial fig. And even if the enactment and operation of legislation such as is now before us will have the effect- alihough I doubt of bringing some of these gentlenen into a state of commo.cial decline, why, I don't think that the Colony and its trade would exactly close its dogs for business. In might even come into an era of better health. The Singapore Chamber of Commerce travelling, 1' believe, fowards an end of decay, has once more failed to see the course, in which its true and unbiased duty. Here is a measure, the main principle of which was once stoutly advocated by the Singapore Chamber of Commerce; it is after careful consideration advocated by Govern Anping Maru, Jap. 8.5, 1,052, M. Instead of examining into the real reasons that underlie the Chamber's change of opinion, instead of a policy of close and careful investigation, of analysing the measure, of printing out wherein some details of the measure might be for good and wherein lie its defects and the exact why and wherefore of these, and instead of endeavouring to explain to and educate nur merchants and traders in even the theoretical if not the practical advantages of Pegistration of Partnerships, wall in place of some attempt atthese rational methods, hac has this Cham ber of Commerce done? bera of a Chamber led and guided to act thus All meeting it has even been urged that no Government finger should be, allowed in any mercantile pie. This is perhaps a wish natural to some of the members of the Chamber; doubtless some of its directors would he pleased to even run the Government of the Colony for them selves, and for individual interest. A study of the speeches at the Chamber of Commerce by the gentlemen who raised their voice against this bill would lead ane to think that in their apalon it was chiefly their capital that enabled the trade of this Colony, ii reyglve, and that it was chiefly they who did the trade. I am re ferring to those who to a general merchant's overturn, and who buy and sell on ared t. Why, not only in their capit.1 a fractional part of what is required to carry on the great trade of thit place, but it never seems to have
occurred to them that by far the greater part of our trade, even though it be handled by mer chants as intermediaries-is carried on, and only can be carried on by reason of the finan cial aid and accommodation of those large banking establishments that are happily estab lished in our midst. So the voice of the barkers on this question is one that cannot be lightly put aside. If one is to judge by the newspaper seporis, of a. recent Chamber of Commerce meeting, convened to especially consider this bill, the Bankruptcy Department is one that, is not much thought of by some members of the Chamber, but the Official Assignee in
Bankruptcy may nevertheless take unction to his soul in that the Chamber of Commerce is far from standing for everybody; Government is responsible for the Pankruptcy department; the nature of its work is such that at its head has to be a Government officer with certain special qualifications and of teen discrimination, indeed a good Official Assignea in Bankrupicy has to be one of the bert men of the service, and even then he a position that carries much unpleasant. pers with it, while probably the earning, of any gratitude from the persons fur whom he atrives is an impossibility. Over years past we have had from one Official Assignee after another, and from gentlemen on the bench, and from merchants tou,
