By virtue of the Land Regula tions and the peculi ir status of the Foreign Bettlement, wherein the sovereign tighis: of Chinese are admittedly modified, 'the main. lenance of law and order within Municipal limits is vested in the properly constituted judicial and executive authorities of the Settle

ment, and from this it frijows clearly that the supervision of the Mixed Court by the proper authorities, representatives of the authorities, is in accordance with the Land Regulations, and therefore entirely legal.

The fact that this fot ce supervision has only been recently introduced is admitted. but right to exercise it has undoubtedly always existed and the necessity for its introduction has for many years past grown with the interests affected by the Court's administration. It is unnecessary for the Council to refer to the abuses which have made the Court a byeword in the past, inasmuch as the Consular Body in the dispatches published last year gave good and sufficient reasons for the measure of Folice supervision then decided upon. It is, however, to be observed that since this supervision, was established its necessity has been fully demonstrated on more than one occasion. Within the past few days the Coun- cil has been compelled to draw the attention of the Consular lindy to two serious cares,
