The following correspondence has been published by order of the Municipal Council, of Shanghai

Council Room,

Shanghai, 19th December, 1955. Sir-You are no doubt aware that as the result of an understanding arrived at between the Chairman of the Council and the Shanghai Taotai, it has been decided to hold a formal inquiry into the alleged misconduct of the Police at the Mixed Court on the 8th instant. The Council desires that this inquiry should take place at the earliest possible date in ardei that, if any indiscretion of error has been com- mitted by a member or members of the Mani- cipal Police Force, the matter may be deal with

at once. Furthermore, it is understand that the inquiry in question will be of a private though formal character, and be held Sir Havilland de Sausmarez, Judge of the British Supreme Court, who has signified, his

We take this opportunity of skying that in our opinion the two most serious questions to be decided as regards the Mixed Court are as follows:--

1. Had the Municipal Council, or the Consu- far Body, the legal right to station à Municipal Policeman in the Mixed Court on the 9th April, 1905, and daily afterwards?

2. Hnd the Municipal Council, or the Consular Rody, the legal right to give, or to sanction the giving of, instructions to the Mun- icipal Folice to remove Chinese female. pri- soners to the Municipal Gaol contrary to the will of the Mixed Court Magistrate ?

·Our contention is that both these, ncis were illegal and wrong, and that they caused the riot which occurred on the 18th December last,

We nito say that the responsibility for the riot and the damages resulting therefrom rests entirely upon the Municipal Council,

EXTRACT FROM THE MIXED COURT RETURNS For the week ending 6th January, 1906.

Miscellaneous-On the 18th ultimo two girls nained "Faung Zea Trung" and "Faung. Pau Tung" ran away from a brothel in the Ning Tsing Loong alleyway off Chekiang Road, arid going to the Mixed Court, were taken by one of the runners to a private interview with the Magistrate. They told him that they had run away because the brothel mistress had beaten them, and they asked him to send them to the Sints Refuge, instead of which he ordered them to be kept in the Mixed Court cells,
