There seems to be an impression in some quarters that the labour problem here is purely artificial; that some mysterious Capitalistic Combine has, for obscure reasons, produced by devious methods a scarcity of labour. Nothing could be more absurd.
Right at the bottom of the trouble is this fact The sub-continent does not contain, after mealing, purely local' requirements, suficient available labour to keep going to their fullest extent the great industries upon which it lives," The Transvaal Labour Commission declared that "the belief which was so generally and confidently entertained that there is in Central and Southern Africa on ample supply of native Inbour for all our needs, and that only organisation and capital are necessary to secure it, has been completely dispelled." There has been no weighty evidence to show that the conditions have changed since those words were written, indeed, the recent South African Native Affairs Commission estimated the short- age of labour in British South Africa at 307,518, men. The Transvaal Labour Commission, deling with the Transvaal alone, adopted the following estimate:-
