On two or more occasions during the past few days, reference has been made in our columns to the absurd policy of allowing the lower part of Ice House Street, while half of it is under repair, to remain open to vehicular traffic. Pedestrians are fostled and splashed by the flecting 'rickshas, and when a couple of these machines going in opposite directions meet in the centro it is always doubtful which will survive the contest for precedence. To-day an accident occurred at the Des Voeux Road end of Ice Houss Street which showed how fatuous are those who persist in leaving the thoroughfare open to traffic so long as it is undergoing repairs either by the P. PARTNERSHIP REGISTRATION
The mercantile, community of Singapore as represented by the Chamber of Commerce has rejected the proposed Registration of Partnerships enactment by a majority of thirteen-according to our special telegram -day. On the other hand Penang has pronounced in favour of the Hill through its Chamber of Commerce. There seems to be, the greatest diversity of opinion on the amerits of the. Bill. It does not appear that WATSON & CO., aby member of either Chamber has had the hardinod to suggest that the Bill is unces: sary. The opponents to the draft measure adinit that it might prove beneficial to trade interests and to the maintenance of a high standard of morality in business, but they object to the terms of this Bill. They simply adopt the non possumus attitude, which is sb unsatisfactory to all concerned and especially irritating to those who are seeking a way out of the difficulties which besci those who see endless trouble in the Bill. Although the Pennng Chamber has by a large majority the minority consisted of three members expressed their approval, not of the Bill as it stands but of the attempt to frame a measure which will meet the requirements of merchants without disturbing trade, we are now told that there is a considerable propor- tion of the Chinese merchants in Periang who foresce trouble if the Bill is passed. The whole alm and end of the Bill is, to defeat the machinations of unscrupulous traders and fraudulent. bankrupts, prime argument in favour of the draft Bill is that no honest, and conscientious merchants will refuse to disclose the members of their partnership.
