A MAONIFICENT DONATION,

The preliminary arrangements for the fond- stion of a Central College in Penang for the teaching of Chinese in the Mandarin dialect were concluded yesterday at the Chinese Tows| Hall, the "Straits Echo of agth oft; says, Bin Excellancy Thio Thio Sixt, Vice-President of the Board of Trade, Peking, presided over a vast assemblage of Chinese. He urged the necessity of this important institution in the Straits Settlements, where very few Chinese boys ever learned their national language. All over the principal cities of China, such colleges had been or ware being established, and it be hoved residents in the Straits not to lag behind. He proposed the large piece of land adjoining Tek Soon Street be bought and buildings erected there, and, would gladly subscribe $50,000 towards the fund in addition to a 'regular subscription of $1,200 a year, (Cheers.) After speeches had been' made by various leading members of the Chiness Community, including Meters. Lim Kek Chan, Fan Choo Chuun, Oon Boon Tan, Lim Hua Chiam, etc, it was finally decided to appoint the following on the Board of Trustees:

The Japanese and Korean Governments, being denfrous of strengthening the principle of the combination of interests, which links the two Empires, have, with the same end in view, agreed upon the following Articles, which will remain binding until the power and wealth of Korea ure recognised as having been himly established:
