One of the most conspicuous @gures in Curope at the present moment is undoubtedly Sergei Yulierlich Witte. M. Witte is of Dutch origin, and is, as everybody knows, a railway administrator by profession. Born in 1849, his early education took place at the. Gymnasium of Tiflis, at which place he must have encoun fered an incongruous mixture of nationalities from Georgians to Persians. From Tifiis le proceeded to the University of Odessa, where he is said to have selected Georgian as the foreign language at the examination for de krees in 1876.
