The following is the text of the judgment delivered by Mr. F. A. Hassland this morning in the case in which 63 Chinese were charged with gambling by betting on the results of cricket fights

According to San Francisco dispatch of the 23rd September, Captain James W. Saus.

It is pointed out that the law provides that a man must be it of the United States in order to command on board any vessel flying the American flag, so, with the surrender of his citizen's papers, Saunders gave up his license and right to serve on the Manchuria. Saunders had applied to judge Kerrigan earlier in the day to be reinstated to citizenship, on the ground, that he had made his affidavit before Agent Holmes and Commissioner Heacock under in misapprehen sion. He claimed he did not understand that by giving them up he also relinquished his right to work on the Manchuria, lle said he expected he would be taken back into the arms of Uncle Sam al once because he had been guilty of no intentional wrong. His strongest clalm to temporary consideration at the hands of the Federal authorities, however, is involved in hit claim that his parents were residents of New York during the years when as a boy he was sailing to and from posts in the United Slates on foreign ships. Ele also suggests it is possible that his father, became naturalized during this time. In the latter case Captain Saunders would be a genuine nephew of Uncle Sam and not in need of any naturalizing.
Henry E. Morton, chief male of the Man, churia, is also in trouble, Agent Helms has not taken his papers from him, but has been investigating his case for some time, and will place the history of Morton's citizenship, as gathered so far, before United States Attorney Devlin god a Federal judge. Agent Helms declares he has put the matter up to the legal Federal authorities, and will not proceed against Morton until he is given a decision from these authorities.
