At x o'clock this morning, however, one of these small boats, came to grief. From what we have been able to gather in the course of inquiries it seems that the Evening Ster was coming across, when a sampan, containing a man and 'two women, attempted to pass in front of her. A collision was inevitable and the ferry-boat crashed into the sailing craft and capsized it, throwing the occupants into the water. Although an at tempt was made to rescue the crew only the man succeeded in getting out of the water, the two women being drowned. Up to the time of writing the bodies had not been re covered.

And if the American Government adheres to its principle of Chinese exclusion, what then ?

CHINESE COOLIRS. "There is no need that, the Government should adhere to such a principle of proper regulations are framed. For instance, the coolies, er let us say farming class, would be admitted under indentures. They would be controlled by the district officials, and while working for, the Government they would be working for themselves, which, to my mind, the greatest incentive of all. Take the case of the West Indies. There the British found that the emancipated negro would not work. He simply lay down under a banana tree, and waited till the fruit fell in his mouth. What did the British Government do? They adopted the principle of sending out to the planters coolles from India. These coolies were inden. tured, and had to be looked after by the plan- ters, and returned to India at the end of their

indentures.".

"You think there would be an influx of planters to the Philippines if such a condition of things was brought into existence ?
