"The plan of organization of this Seciety in Hengkeng is what is known as the metro poltan plan, successfully used in the West. This plan provides for 'separate Associations for the various sections of the community, each with its own independent management, but all brand together by one Board of Directors, on which ench Association has its representatives. plan grew out of experience in the Wesl which has shown that more effective work could be done by Associations formed for the different sections of the community. The success of this plan has been largely due, no doubt, to the fact that these different sections have themselves desired separate Associations. It is evident now that the local conditions in Hongkong are not as propitions for the successful working out of this plan as in the Weat, but it was hoped at the inception of the Associa- movement here that there separate tions would be organized before there was any ungrounded suspicion that the Associations already formed were animated by any class for Chinese, European, Army, and Naty Associations, with a Clause stating that De partments would be formed as the work might part demand. In addition to those named, the management had in mind the formation of s manage sociations for the college students, and non- Europeana other than those mentioned.
