There can be no doubt of the fact that China is beginning to realise how important it is for her to endeavour seriously to ap proach the problem of developing her mineral resources, and the new set of regulations published at the time that the control of mines and railways passed from the hands of the Bureau of Mines and Rail, ways into those of the lately created.
