In the course of a deeply interesting speech, he said that of recent years much had been said about the evils of overcrowding, and a great deal had been said also in the Corporation about the necessity of their doing something to minimise, if not prevent, it altogether, and he did not think they could now very well reject the pro- visions in this Bill, which were meant to fulfil the object of lessening the evils of overcrowding, without offering some practical alternative. It must be remembered that under Section 379 there already existed provision concerning the prevention of over- crowding. It was because the provisions of this section had not been found to be workable that the addition which were now entered in this clause had been inserted.
