Tokio, 3rd August. The Tear's message in the Oficial Mes singer, that he will fight until the enemy is crushed, and that there shall be no cession of territory or payment of an indemnity, has pro duced a conviction in Russia that peace is "im- porsible,
The American Press is at a loss to under stand what is the Tear's real futention,
Mr. de Witte in a wireless Interview said ha was afraid the negotiations would end in a week, the Japanese conditions being too in- | folerable to admit of discussion.
The abandonment by the Russians of the entire province of Ussuri leaves the way open to the Amur; and the Japanese ridicule tha Russian garrulity as inventions to deceive the public.
Meanwhile the Japanese are confident that the Russian credentials are plenary, and main- tain that the Russians must have peace.
In the contrary case Japan is fully prepared to continue the campaign, which will testify to the abundance of her resources.

Now that the Japanese military administra tion has been proclaimed in Kabafate (Sagha lien), the Russians who continue to resist will be dealt with as rebels:

AMERICAN BOYCOTT:
THE CHINESE PROTEST.
To judge from all the local Chinese news. papers whose columns without exception for the past three weeks or so have been nearly half full, daily, with news from all parts of the country about meetings among influential gentry and merchants commending the action of the merchant and gentry of Shanghai, the American boycott idea," says the N. C. D. News, seems to have taken on with all clauses of Chinese as the only effective way of showing their dislike of the unjust clauses in the new Chinese Exclusion Treaty. Moreover, there seems to be a feeling among some Americans that the mandarins have something to do with the movement and that the Chinese Govern, ment can be coerced into putting a stop. The mandarins as a matter of fact, and this we have discovered after careful inquiry, have nothing at all to do with the boycott on American goods, as it is a spontaneous action on the part of the merchants and gentry, and the manner in which it has been received throughout the country proves that the masses are unanimous- ly in favour of the inevement.

At the commencement of the agitation started by the mainbers of the Chinese Chamber of Commerce, in Shanghai, there Was indeed an allempt made by the man- darius to stop the merchants and gentry from active protest against the new Exclu aian Treaty, but they were told that the Government had nothing to do in the mailer. It was also -unanimously decided on the 31st of July last that the various guilds should each make out a Ilst of goods that had been contracted for from the United States previous to the 20th of July last, and also a list of American manu- factures now on sale in Shanghal. These lists as drawn up by the respective guilds are to be handed to the Chinese Chamber of Commerce here as soon as possible to be put on record add the various Chinese shipping agencies will, be notified as to such goods, will permission 10 export them if so desired. Shops and stores will also be allowed to sell whatever goods of American manufacture they may have In stock, so that no native need receive detri ment on account of the boycott, All this refers to godda contracted for or purchased prior to the acth of July last, the data set for the commencement of the boycott; if however, after that date it be discovered that anyone, for the sake of private gain, secretly contracts for the manufactus es of the boycotted nationality, then the bar kere' guilds have undertaken to strike out the name of such person, or shop, from their list of clients, and no more credit will be given to the unpatristic culprit. It is however, sincerely hoped that there will be no necessity for the guilds to take such extreme measures. All the above, of course, hang upon one single eventuality, namely, the unwilling. neus of the U. S. Government to revise the ob jectionable clauses of the new Exclusion Treaty.
