THE “MINNESOTA) would she have been A RUSSIAN PRIZE?

The steamship Minnesot, which arrived here to day on her second Trip from America, carried from Seattle the largest cargo of goods thing had ever been taken on board by a single vedel. She left Port Townsend og and May, but a mishap occurred to her machinery necessitaling her return to that part. The accident to the machinery, however proved a blessing in disguise. While a whole army of -mechanics were engaged in effecting repairs, so that the fiumerota cou'd leave Port Town" send at the earliest possible moment, a fateful telegram arrived. The Minnesota was bound to Hongkong via Kobe and other poris. But the telegram in question which created much a hubbub announced that Russian arships had been sighted on the mute which would be inken by the Minnesota When it is stated that the vessel carried a car o of something like 25,000 tons of goods and valued at $8,000,000 'gold and had 218 passengers on board it will he recognised that the agents could not afford to risk the chance of seizure by the Russians. It might have been a mere. chance that the Russians were on the track, but it was too important a question to be light- ly dismissed. As a result of this information, the clearance papers of the vessel for Eobe were cancelled. and new papers on Shanghai were taken out. The entire clerical staff was working Just as hard as the engineers below. A deputy-collector, who is on duty at night at Seally made "motters, easier than they would have otherwise been, but it was narrow escape, from the Seattle point of view. Even had the myMinnesota been boarded now her clearance

papers for Shanghai would have placed her be yond the reich of the Russians. It must have been an anxioustime for the Captain and owners and one can well understand how anxiously eyes were turned towards itu buatante nu sam uvara me japan loomer into view. So that a minor accident in the Engine roam proved of the utmost value in everyboly concerned. With regard to the accident it "kréms that inside the starboard middle pro-sure cylinder there is n device called a bullring. This was slack, being not of proper size and did not allow of the Sugroper action. It was taken out and expanded. While this was the cause of the vessel turning back, it was not the thing that most delayed her. When she dropped anchor on her arrival back it was well out in deep water and the anchor and thirty fathoms of chain enrrizil away and with it the heavy iron fiting used in hold-

GAS

ELECTRICITY.

TO THE EDITOR OF Tthe "Hongkong Telusayn," DEAR SIR,-At a recent meeting of the Cpurt of Common Council the chief feature was a lengthy and interesting debate upon the rein tive merits of gas and electricity as regards street lighting. The question came up on a report from the Stree's Commitee, submiting a proposal for the experimental substitution of incandescent gas lamps for the electric lamps in three thoroughfares.

The figures stated in the report were as follows:-

INSANITARY BAKERIES.

TO THE EDITOR of the " Blondkono TelegramH.”

Sir-It is not always that I agree with the decisions of the Sanitary Board, and, indeed, there have been many occasions when 1, and othery, with mo," have totally disagreed with their verdicts. But nobody, I think, will be at variance on the question whether two or more people shou'd be allowed to live all night in the tea houses and bakeries of Hongkong. The petition asking leave i have more than one person on the premises outside working hours was very rightly refused. In a way it may seem n hardship to the parties concerned, but the health of the community is at stake in a atter of this son. In Britain, the mast stringent regulations are in force as to the sanitary condition in which bakeries and restaurants must be kept. I was not aware that there was any allempt to impose restrictions on | the Hongkong bakers and restaurateurs, but it is none the less satisfactory to know that the Sanitary Board is looking after theao things, As was remarked at the meeting-and as you pointed out when quoting the report for the year of the Acting Medical Officer of Health- food may be a prolific cause of disease, and

least, are aware of their responsibilities. It is absolutely essential that the preparation of articles intended forconsumption should be kept as free from any possible chance of contagion as possible. For it would be futile to take preventive measures in one direction and leave a more vital cause of disease open to the pranks of any baker or restaurateur,-[ am, etc.

[Enclosure.]

Mt. Morten, the chairman of the Streets Committee, claimed for the high pressure gas system that it provided a far better and cheaper light than was afforded by electricity. The experiment now proposed might be regarded as the outcome of the scheme for the lighting of side streets previously adopted by the Court. In connection with those streets it was found that the cast was very little, if any, more per lamp than under the old system of gaslighting, and that t'e light was four times as gold. It was now desired to try the same system in the main streets, as the committee realised that the electric light had completely failed so far ns street lighting was concerned. In Paris, flerlin, and Vienna the public authorities had given up, or were giving up, electricity in favour of incandescent gas, and the same was the case in connection with not a few of the provincial Corporations of this country.

A vast outlay would be incurred it the scheme were decided upon, and the Corporation would be criticised the Metro polis over as an affete body that was going steadily back and back and back. In conclusion, he moved, as an amendment, that the question of the relative cost of gas and electricity should be referred back to the committee for cop-- sieleration.
