The Visions of leage:
Tokio, 1st April
The London me suges regarding peace are described by the leading Toki papers as yellow dispatches which are only intended for gobe- monches. They point out the probability that these rumours are circulated by Russian finan- cial agents in view of another attempted an in Paris.
Amhoritative circles here declare that the rumours are absolutely unfounded. Japan's intention to prosecute the war vigorously is un- changed.

The question that naturally shapes itself out of all this is why all these Hongkong insurance comp mies, fire and marine, are able to da soch a thriving business while there are no crm- panies of the sort in the Philippines. Why should a city built opon a barren rock off the Chyna const, with no resources whatever save those of the alien mainland, become a By Profit on sales of rough and metropolis, a veritable Carthage or Tyre of modern times, while Manila, the capital of a fertile archipelago, lying square in the paths of trade, and under the influence of the white man five times as long as Hongkong has been, is so lacking in the ap untenances' of civilized commercial life? Why must the scores and hundreds of ships that ply from this port, including the whole of the inter-island fleet be compelled to insure with foreign companies which are enterprising, enough in have offices in Manila?

The Times military correspondent expects that the war in Manchuria will recommence on a large scale at the end of April, when the officer in charge may have the command of 310,000 men, but the campaign will open gloomity for the Russians, owing to the discon tent, despondency and disunion, all resulting from long-continued and uninterrupted defeat, This is irrespective of the effects of the strikes in the great centres of industry in Russia, the anarchy prevailing in outlying provinces, con fusina in Russian-governing circles, and the spread of revolutionary agitation among the of War is making Herculean efforts. It is because there is no corporation or in surance law in the Philippines making it possible to organize any kind of an insurance company, in five years of our government we have taken no step looking toward the aboli tion of the custom of paying royal tribute in the form of dividends to foreign insurance com- panies. That is one of the vital things that are wrong with the Philippines islands. They are being drained steadily of their wealth by shrewd, enterprising outsiders. All the profits of refining pur sugar go to Hongkong refining companies or those of more distant countries. The dividends arising from the Lusiness of in- suring our-freight, our shipping, our houses, stores and offices all go to enrich the capital- ists of Hongkong and Shanghai, of Bremen and London and Hamburg, instead of going to build up solid, permanent interests in the Philippines, where such interests are needed.
