While no one will suppose that education alone will effect an industrial revolution in spite of adverse conditions, yet it cannot be doubted that universal free education of an elementary and practical sort together with the higher education of the more capable students of the race will be one of the most potent factors in the moral and industrial regeneration of the Philippines. EDUCATION IN THE PHILIP-

PINE ISLANDS.

The serious experiment in education which is being made by the American government in the Philippine Islands cannot but he of great interest to all who are thoughtful upon the subject of the elevation of tropical races. The broad scope of the educational crusade in the Archipelago and the enthusiasm and sanity with which it is being prosecuted by the Bureau of Education and the American teachers inspires one, despite all pessimism as to the future of tropical races, with a

great hope for its ultimate success. Under the Spanish government there were establish- ed separate schools for gitis and boys in most or all of the larger towns of the Christian provinces. But the teachers were too few and were poorly trained, the schools were under the dominion of the friars, and the students were drawn almost exclusively from the very limited aristocracy of the islands, while the great mass of the people were left In ignorance and under oppression. With the change of government there came the principle of universal free education. "In reviewing the history of the islands for the past three years one is immediately struck
