THE PORT ARTHUR SIEGE.

INTERESTING LETTER FROM A RUSSIAN OFFICER.

An interesting letter written to a sister by one of the defenders of Port Arthur, Colonel Lemenoff, who commands the 20th East Siberian Kifle Regiment, has been communi- cated to the Ansskoye Slove. The letter is dated as long ago as September 2nd, and shows that even then the Japanese were quite close to Port Arthur, an 1 that help from Kuro- patkin was eagerly expected. The writer

Enthusiastic sports were again on the course at an early hour this morning and enjoyed a number of interesting gallops. At half-past six it was very dark indeed, and one could hardly ree ahead. Later on, however, when it became light, there was plenty of good running to be seen and many criticisms to be heard at the rails,' A Cup borsa probably comes nut on Monday Some half a dozen ladies appeared at the morning after his day off on Sunday, during Grand Stand long before the breakfast hour, which he has done little cise but mild walking and are to be congratulated upon such enthuexercise led by his syce morning and evening, siasm so early in the training season.

On Tuesday, presuming he has not been "opened out" since the latter half of last week and that he is a bit short of a gallop, Mr. Trainer will probably send him out to trot and canter a mile and a half, and there will generally be a speedy stable com panion waiting for him at the mile post to bring him along for half of the homeward journey, and another ready to jump into keep him busy over the last half. It will probably be decided that he is to go one or perhaps two long gallops be fore the week is out. Circumstances must, as we have said, always alter casas and no circumstances vary so much as those of the noble race-horse in India, and are so little understood. The climate of Calcutta in the cold weather is extremely treacherous, and coughs and influenza accom. panied by a troublesome low fever are plentiful and very damaging. "THE PEN AND THE KNIFE."

The chill November air did not prevail against the ardent spirus of the brethrea of the delectable culi of Omar, who foregathered at Frascati's the other evening to do honour to the revered name of Persia's poetical cynic and humourist, and, incidentally, to entertain a responsible for "outing" many and many a goodly company of guests. intended to operate decisively it was increased to 46 companies, nearly a whale division. I have been made adjutnot to His Majesty, and um to receive the St. George for this victory,

Just now the Japanese are quite close to Port Arthur. They have attacked two of my redoubts. One of them-the Aqueduct one- was defended by my company-three platoons against a whole regiment, The struggle lasted twenty-seven hours. During twenty of them the enemy lay hidden in the outer ditch. At last 1 sent another company, and ten minutes later the Japanese fled. Nine hundred corpses are lying there.

Another redoubt, that of the idol Temple, was defended by any third company, also against a regiment, The, commander was gravely wounded, the junior etficer, Lieutenant Panee, was killed, but the Japanese fee, leaving 80 corpses. There is no passibility whatever of removing them. The stench everywhere is terrible.

To the right of me, in the 25th Regiment, the Japanese have seized two redoubts, and stick to them so closely that it is impossible to dislodge them, but they will not break through. Enormous numbers of them perish at every attack. They crawl forward like locusts, and all the mass is turned into pieces of flesh.

It is a remarkable enemy-clever, cunning, brave, with great knowledge. War with therm will cause a great revolution in military art The number of the Japanese diminishes with every attack, but it is reported that a reinforce ment-of-39,000-mon-iwas-arrived-for-them-to- day. I have already four officers killed and eight wounded,

When will Kuropatkin come to the rescue? No one knows. If he could come more quick ly, then we could strike from here, he from the North. It is reported that the Japanese have resolved to storm us again on the 6th Septem- ber. We shall see whether they succeed in gaining much by their efforts. It is not an easy task,

As to surrender, there can be no question of it. There is yet foud enough. The meat is coming to an end, but there is much of every- else, and we shall not starve. The troops are well; there is no illness. I have moved my quarters to the most dangerous position, in order that may take measures when the enemy attacks. Since 26th June I have not undressed I sleep in my uniform on a camp bed. At night I do not sleep much. I keep watch. In the day time I lie down sometimes, The days pass with terrible speed. Before one has had time to think, a month has passed. And we have fought seven months already.

Six of the Chinese apprentices who, as an nounced previously, are to enter the British navy with the consent of the British Govern ment, have arrived at Weihaiwei from Nanking, and have been assigned to three different ships, two men on each. The students have the rank

The speech of the evening from more than one point of interest, says an exchange, was that delivered in quaiat but well-balanced English, by his Excellency the Japanese Munster, who said that he was pleased to find himself in the middle of such a large number of writing men

He himself could hardly lay claim to being "a writing man," in that he did not engage in the production of living literature. AN IMPORTANT MEETING. An important meeting of members of the Chinese Commercial Union was held at the offices of the Union, Des Vaux Road yester day, in order to discuss the effect of the Banks' proposals to reduce securities, etc, on their bands.

Mr. Fung Wa Chun presided, and there were some thirty of the lending Chinese merchants present.

I was decided to appoint a deputation to wat upon the Managers of the Hongkong and Shanghai Banking Corporation, the Chartered Bunk of India, Australia and China, the Ban que de todo-Chine, and the International Bunking Corporation, requesting them not to call in the advances inade against sovereigns and other securities, and to negotiate bilis on Shanghai, Singapore, Manila and elsewhere,
